Yuanyuan Shengda Qineng Center, Quanzhou
Yuanyuan Shengda Qineng Center (泉州市丰泽区原源盛达启能中心) is based in the Fengze District of Quanzhou, Fujian Province, China. The center provides care, development support, and early education for children, including many with autism spectrum disorder and other neurodevelopmental differences, in a kindergarten-style setting.
What the Center Gains from the Partnership with SIMC
In 2025, Yuanyuan Shengda Qineng Center entered into a formal cooperation agreement with SIMC (through its operating partner, Ruizhi Hong’an Medical Management (Shanghai) Co., Ltd.) to jointly launch the Yuan Qineng Development Assessment and Family Support Center. Through this partnership, the Center gains direct access to SIMC’s international network of autism and neurodevelopmental experts, hands-on Swiss training for its core staff, and a structured framework for assessment, intervention planning, and family support — building local capacity that did not previously exist on site. The initiative is carried out under the guidance of the Quanzhou Municipal People’s Congress Social Construction Committee and the Quanzhou Autism Care Alliance, and forms part of the broader Quanzhou Medical-Care-Education Integration Demonstration Base.

The Yuan Qineng Development Assessment and Family Support Center
The new center is designed to provide continuous, effective comprehensive developmental assessment, individualized intervention planning, and long-term family guidance for children with neurodevelopmental differences, including autism spectrum disorder. It draws on Swiss international experience in comprehensive autism assessment and rehabilitation intervention, adapted to the local context.

Scope of SIMC’s Support
- On-site, hands-on training for designated staff by visiting Swiss experts, covering four-dimensional developmental assessment, family and caregiver intake, developmental and health history review, and current functional-level assessment
- Guidance on translating assessment results into individualized intervention plans, reviewed and adjusted on a 3-month cycle
- Methods for coordinated assessment and joint execution of intervention plans across doctors, therapists, teachers, and parents
- Regular online training and remote case consultation with Swiss experts between on-site sessions
- A basic organizational framework and implementation path for family support services
